I've seen some skills and armor that gives retaliation. Heart Of Ice gives slowed retaliation and i found some defiled greens the gives poison retaliation. Does this mean i have to get hit before these effects apply ?

I mean if have to take alot of beatings to do damage this way these effects seems not that dependable.
