yes, fire enchantment and storm nimbus are auras so they are "used" automatically when you turn them on (not sexually)
most of the skills have cooldown that prevent you from 'diablo type gameplay' but some don't - you can cast Ice Shards all the time
for those skills with cooldown there is something called 'recharge reduction' and if you achieve -100% then you can cast all skills without waiting (but this makes some of the skills too powerful). if you have the gear - you could reach -100% recharge around levels 35-40
