To make it clear that raising the petskills above the new levels is of no use, simply give the same stats for the higher levels and perhaps add a warning in the skilldescription. Ofcourse it'd be added in the fix notes.

You can set he Max Level and the Ultimate Level independently. I_Raps suggests that we can just set BOTH of these to 20. It works, in that the pets will actually use the enhanced skill levels, both has the side effect of allowing the player the access skill elves that shouldn't be reachable without +Skill effects. I_Raps is not very enthusiastic about this solution, but it is probably better than leaving things as they are. Maybe we'll find a "true" fix, but this looks like an engine problem.

Other issues:
I discovered that Nature's Wrath is missing an entry for maximum damage at level 16. The minimum damage keeps increasing at this level, so this is probably an accident. This is easy to fix, but won't actually affect anything until the pet skill bug is dealt with.

While most of these are simply bad decisions (and therefore outside the scope of this project), some of these are legitimate bugs.
Shield of Apis of the Bull grants 50% chance of 1% Stun Resistance (Almost certainly intended to have been 100% instead of 1%).
Bows can spawn with a +OA effect, which has no effect on missile attacks. The loot tables can be altered so that this never happens with random affixes, but it's not clear what should be done about unique bows that have this power built in:

Some melee weapons have a +projectile speed bonus. People seem to be divided over whether or not this improves the speed of skill-based projectiles (eg ensnare, throwing knives, etc). This needs testing.
