using TQVault 2.15 Beta 4, i can see this with the completion bonuses:
Epic Herakles Might - Offensive_+%Damage_03:
15 Damage
+27% Damage
Legendary Herakles Might - Offensive_+%Damage_04:
+25% Damage
so there is why epic is better than legendary
Strength % Bonus: all three have Character_%Strength_01 for an across the board +5% Strength
Also found:
Normal Herakles Might -
Offensive_ReducedAttackSpeed_01: 33% Slower Attack For 3.0 Secs
Offensive_ReducedAttackSpeed_02: 50% Slower Attack For 3.0 Secs
Epic Herakles Might -
Offensive_ReducedAttackSpeed_02: 50% Slower Attack For 3.0 Secs
Offensive_ReducedAttackSpeed_03: 66% Slower Attack For 3.0 Secs
Legendary Herakles Might -
Offensive_ReducedAttackSpeed_03: 66% Slower Attack For 3.0 Secs
it looks like this is intentional.
all of the other completion bonuses seem to be a normal progression of good(N)-better(E)-best(L).
the difference between N->E is usually a larger increase than E->L
