Actually, these work fine. It's a display bug. I just tested it.
I altered the Theban completion bonus to give a +5000% armor increase. That's a big enough increase that any physical attack should be dropped down to 1/3 (the maximum possible effect from armor). When I was wearing the full set, a legendary satyr hit me for about 100 points. When I switched out one of the Theban pieces for a non-set item with similar armor rating, the damage shot up to 300 points. I didn't test the Battlemage set, but they probably function the same way.
I think that the completion bonus actually gives us a "100% chance for +50% armor" bonus. Because the bonus is technically a conditional one, it doesn't show up on the stat screen.
The field where you noramlly input a percentage chance is blank for the completion bonuses. Apparently, this causes the odds to default to 100%, and doesn't annotate the UI with the odds. I tried changing the field to 100%, and the UI now displays "100% chance for +50% armor" instead of "+50% armor." The function remains the same, but the description is less misleading.
Should this be included, or should we leave things as they are?

There aren't any obvious errors in the database. The inherent bonus seem fine. I noticed that the completion bonus that gives +% strength and +% attack are the same for Epic and Legendary. Is this what people are talking about?
I don't have any Epic or Legendary relics, so it's hard for me to quickly test. Can someone take a look at their relic collection and say what exactly is wrong?
Could someone look in their vault and report any anomalies that they see?
