Re: pre-order bonus
It's not uncommon for this type of deal. BG2 did it way back when, where you could get a pre-order bonus merchant that sold special items added to your game (actually, you got an override file that resulted in spawning in the merchant in an area and the items he sold which were already part of the game files). NWN2 did it most recently for me, granting a special feat "The Blessed of Waukeen" for pre-ordering. So, that this is happening is nothing new and it's likely you'll see more of it in the future.
What's bad, though, is when it's not available for everyone in all localities due to it being a store-publisher exclusive deal. For example, the Jade Empire: Special Edition bonus fighting style is only available for those in the US (buying from Gamestop/EB in the US or online, that is). That's just sad, not to mention annoying.
