I disagree here, there is a lot of stuff for new players as well, certainly no less than in other such expansions.
You get a new mastery, something existing chars (at least ones with two masteries) cannot make use of (two would of course be better, but hey
), caravans, enchanters, scrolls and artifacts all are things which benefit both old and new chars alike.
The only content new chars truly cannot jump into right away is Hades (as it is the 4th act duh, it's not like anyone could jump right to the 3rd act in TQ either).
I agree that preview is truly a poor piece written by someone who obviously has next to no knowledge of TQ (or similar games like Diablo as he complains about stuff which is just common in all such expansions) to begin with and imo was in a hurry to get something out. The best thing to do about it is to ignore it as at best it offers nothing new and at worst is off base and misleading.
