What difficulty are you on?
What patch version do you have?
In my experience creatures in Legendary were doing a housework with my CD..even with his high hp, which Liche has too, though..and with Wraith Shell, he's almost invulnerable..
In case of Volativity..you can put out some points from Outsider, the one from Conflagration.. :], then max out Wraith Shell and leftovers put to Volativity too..IMO.. :]
